Aviation Program

SCAG's Aviation Program is responsible for developing long term regional aviation plans as well as passenger demand, cargo, and operation forecasting for all airports that lie within the SCAG region. The aviation section is also responsible for researching aviation issues that affect regional aviation transportation as well as developing the aviation element of the Regional Transportation Plan, staffing the Aviation Task Force and Aviation Technical Advisory Committee, and providing input to the Transportation and Communications Committee.

Aviation Task Force

In 1998, the Southern California Association of Governments (SCAG) Regional Council, a governing body of 71 city and county elected officials and transportation commissioners, developed the Aviation Task Force in an effort to resolve a number of regional aviation issues. This task force, with membership comprised of elected officials and aviation industry professionals, was formed to develop and evaluate aviation scenarios and provide policy recommendations to the Regional Council. The Task Force sunset in March, 2000 after recommending several aviation scenarios for evaluation in the Regional Transportation Plan Environmental Impact Report. In April, 2001 the Regional Council adopted one scenario as the Regional Aviation Plan.

In September 2002, the task force was re-established to update the adopted aviation plan to account for new economic trends, changes in air passenger travel behavior, airport security procedures after the 9-11 terrorist attack and new local aviation policy decisions.

Aviation Technical Advisory Committee

The Southern California Association of Governments (SCAG) Aviation Technical Advisory Committee (ATAC) is a group of aviation professionals who meet monthly in an effort to provide SCAG with technical and professional expertise on regional aviation issues. ATAC also serves as an information-sharing forum for airport representatives, aviation professionals, and interested parties.
