Compass Growth Visioning and Compass 2% Strategy
In an effort to provide local decision-makers with the tools they need to plan more effectively for the six million new residents projected to live in Southern California by 2030, the Southern California Association of Governments (SCAG) undertook an unprecedented growth visioning initiative called Southern California Compass. The objective of this innovative effort was to develop a comprehensive new vision for Southern California over the next 30 years by taking a more all-encompassing, inclusive approach to planning at both the local and regional levels.
The input derived from this multi-phased involvement effort led directly to the development of a new vision for Southern California. The Southern California Compass vision adopted by SCAG's Regional Council in June 2004 helps to set a new course for Southern California to accommodate growth, reduce traffic congestion, preserve open space, manage minimize pollution, and manage resources more efficiently.
The implementation framework known as the 2% Strategy: Shared Values, Shared Future seeks to assist cities and counties develop strategies to accommodate future growth while promoting SCAG's regional principles of Mobility, Livability, Prosperity and Sustainability for current and future generations of Southern Californians.

Creating Livable Places
The Livable Places Initiative links land use and transportation planning with citizen participation. The site demonstrates how local land use and balanced transportation policies can reduce auto travel and support more pedestrian, mixed use and transit oriented development.

Growth Forecasting
The Forecasting Section, under the Community Development Division, Planning and Policy Department, is responsible for producing socioeconomic projections and developing, refining and maintaining SCAG's regional and small area forecasting models. The Forecasting Section works closely with the Plans and Programs Technical Advisory Committee, the California Department of Finance (DOF), subregions, local jurisdictions, CTCs, the public and other major stakeholders.
Housing Southern Californians
Community Development is responsible for managing the recurring state-mandated Regional Housing Needs Assessment (RHNA), and for implementing various special technical assistance grants such as HUD's Home Investment Partnership. It analyzes and addresses issues regarding affordable housing, jobs/housing balance, transit-based development, adaptive reuse and other topics pertinent to the region's housing shortage, and coordinates and annual Housing Summit for elected officials focused on finding solutions. This site houses all RHNA information and is rich with analytic studies, reports, presenations, and links to other housing resources to assist in local planning and policy development.

Inter-Regional Partnership
The Inter-Regional Partnership (IRP) is a grant program funded by the California Department of Housing and Community Development to define and address jobs/housing imbalance issues that cross jurisdictional boundaries. There are four IRPs in southern California. The IRP between SCAG, the City of Los Angeles, and North Los Angeles County seeks to identify potential areas in the City of Los Angeles that could accommodate infill housing development. The grant also seeks to conduct an industrial site readiness analysis in the Antelope Valley as a way to promote job growth in the region. The products from this program will be an interactive website to identify infill housing opportunities in the City of Los Angeles and an online database to identify industrial site opportunities in the City of Los Angeles and an online database to identify industrial site opportunities in the Antelope Valley.

Location Efficient Mortgage
The Location Efficient MortgageSM allows people to qualify for larger loan amounts if they choose a home in a densely populated community that is well-served by public transit, and where destinations are located close together so that they can also walk and bike instead of driving everywhere. The Location Efficient MortgageSM calculator allows users to determine the amount of a Location Efficient MortgageSM they could qualify for, and to compare this with a standard mortgage in the Los Angeles and Orange County demonstration areas.

Regional Economy
Community Development's on-staff economists make available a wide array of recent and historical economic and demographic trends and forecasts, case studies, analysis and other data to assist in local and regional planning and policy development. Each year, in addition to sharing this information via numerous economic workshops and presentations, the section coordinates the Regional Economic Forecast Conference, a popular event that attracts large numbers of public and private sector participants. Statistical information on this site is provide for Los Angeles, Orange, Riverside, San Bernardino, Ventura and Imperial counties, their sub-markets and the region as a whole.
The Community, Economic and Human Development Committee (CEHD) of the SCAG Regional Council oversees the activities of the Community Development section of the Planning and Policy Department. This committee reviews projects, plans and programs of regional significance for consistency and conformity with applicable regional plans.
