Council Member Finlay has been a member of the Duarte City Council since 1990 and has served as mayor for five terms. As a member of SCAG’s Regional Council, she represents the cities of Sierra Madre, Monrovia, Arcadia, Temple City, Bradbury, San Marino, Duarte and San Gabriel for Regional Council District 35. She has chaired the Community, Economic & Human Development Committee for the past two years, and also serves on the Legislative and Audit committees. She also serves on a number of boards and commissions, including the Los Angeles County Local Agency Formation Commission and on the Executive Committee of the California Joint Powers Insurance Authority. She is also a past president of the California Contract Cities Association and has served on the Board of Directors for the National League of Cities and the League of California Cities.​
