Goods Movement Program

SCAG's Goods Movement Program seeks to optimize the region's transportation system through increases in economic efficiency, congestion mitigation, safety and air quality improvements, and enhancements to system security.  In doing so, all modes of freight are being evaluated, ultimately resulting in a series of new recommendations and policies regarding infrastructure improvements.

Reports – Knowledge Base

SCAG is pleased to introduce the Goods Movement Knowledge Base, a searchable electronic library of over 150 goods movement studies. Now you can find out the current state of knowledge on your goods movement topic of interest. The reports go back as far as 1982 and are mainly focused on the SCAG region. Search results are returned in reverse chronological order; click on the title of a report to view a summary and access the report file.

Some of our most commonly accessed reports are listed below.

Major local, regional, and state efforts are underway to reduce emissions associated with goods movement sources in Southern California, including a combination of plans, policies, requirements, and regulations by the Ports of Long Beach and Los Angeles, the South Coast Air Quality Management District, and the California Air Resources Board. The Goods Movement Emission Reduction Action Plan is intended to complement these efforts by helping SCAG and other agencies make decisions about investments in transportation infrastructure and mobile source controls. Please note, that this document focuses primarily on truck and railroad locomotive emission reduction strategies, since SCAG is actively engaged in planning improvements to these systems. This Action Plan complements a much lengthier technical report that presents a detailed emission reduction and cost effectiveness analysis for more than 40 individual strategies (see: Analysis of Goods Movement Emission Reduction Strategies: Task 1 Final Report).
