Security
The Safe, Accountable, Flexible, Efficient Transportation Equity Act (SAFETEA-LU) requires metropolitan planning agencies (MPOs) to incorporate emergency preparedness and security in regional transportation planning.
SCAG works with federal, state and local stakeholders to facilitate coordination and increase situational awareness for regional emergency preparedness and security. SCAG actively promotes the Southern California Regional ITS infrastructure as an important tool in improving the capability of government agencies to protect vital infrastructure and respond effectively to emergencies and disasters. Agencies that plan and develop their projects in accordance with the regional ITS Architecture ensure that individual projects can work together, enhancing the ability for agencies to coordinate response and preparedness by sharing information seamlessly. ITS elements of the transportation system can be leveraged for emergency response and preparedness activities.
As part of the 2008 RTP process, SCAG updated the 2004 Regional ITS Architecture to incorporate security elements. The security update to the architecture establishes a framework for deploying ITS to support emergency preparedness and response and protecting critical infrastructure. Planning and developing ITS projects in accordance to the regional architecture will help ensure that the project enables coordinated operations and information sharing among the many different agencies that respond to incidents, emergencies and threats.

Stakeholders
Several stakeholders identified at the state, regional, and local levels in the Southern California Regional ITS Architecture are involved in data sharing and coordination to support emergency management and disaster planning activities.

| Los Angeles County Metropolitan Transportation Authority | Los Angeles County Metropolitan Transportation Authority (Metro) serves as transportation planner and coordinator, designer, builder and operator for LA County. Metro operates over 2,000 peak-hour buses on an average weekday. It also designed, built and operates 73.1 miles of Metro Rail. In addition, Metro funds 16 municipal bus operators and funds a wide array of transportation projects. |

| SCAG | The Southern California Association of Governments (SCAG) has evolved as the largest of nearly 700 councils of government in the United States, functioning as the Metropolitan Planning Organization (MPO) for six counties: Los Angeles, Orange, San Bernardino, Riverside, Ventura and Imperial. The region encompasses a population exceeding 15 million persons in an area of more than 38,000 square miles. As the designated Metropolitan Planning Organization, the Association of Governments is mandated by the federal government to research and draw up plans for transportation, growth management, hazardous waste management, and air quality. Additional mandates exist at the state level. |
| SCRRA | SCRRA is a joint powers authority (JPA) created in 1991 to operate the Metrolink commuter rail system in Southern California. Standards
The Southern California Regional ITS Architecture provides recommended current, relevant standards for each information exchange between ITS projects that support security related services. Their use is not mandatory. However, in some instances, there may be funding requirements or regional policies that mandate project-specific standards.
