STUDY OVERVIEW

SCAG in coordination with the California Department of Transportation (Caltrans) and the Los Angeles County Metropolitan Transportation Authority (Metro) is conducting the Interstate 105 (I-105) Corridor Sustainability Study (CSS) to examine the I-105 corridor from a broad multi-modal perspective. The I-105 CSS will assess freeway and arterial congestion and will also consider additional corridor improvements, such as complete streets concepts, high occupancy vehicle (HOV) lanes, ExpressLanes, and other advanced operational strategies. The goal is to recommend solutions that would improve system connectivity, efficiency, and safety, and reduce congestion, while also resulting in improved air quality and lowered emissions.

STUDY AREA

The study area includes the I-105 freeway, a heavily congested corridor spanning 18 miles in southern Los Angeles County, the surrounding street system, and the Metro Green Line light rail, which runs from Redondo Beach to the City of Norwalk. The freeway provides a critical east-west route that directly feeds the Los Angeles International Airport (LAX), serves multiple cities and disadvantaged communities and connects four busy north-south interstates: I-405, I-110, I-710, and I-605. Currently, the freeway experiences congestion and some of the arterial roads fail to provide effective alternatives due to right-of-way constraints, numerous traffic signals, access conflicts, and general congestion.

PURPOSE

The I-105 CSS will evaluate all elements of the transportation system within the study area and will employ innovative planning strategies to provide sustainable multi-modal solutions to achieve the following goals and objectives.

NEED

Deficiencies on the I-105 corridor within the study area include:

  • Heavily congested corridor (freeway and arterial roads), especially during peak hours
  • Higher than average accident rates in the Eastbound direction
  • Recent declines in transit ridership (i.e. Metro Green line)
