Active Transportation

The finalized guidelines and application will be available on the California Transportation Commission (CTC)website beginning March 20, 2014. Until then, the most recent draft guidelines and instructions are available on the CTC website which prospective applicants can use to begin preparing.

Eligible applicants include cities, counties, transit agencies, natural resource or public land agencies, public schools/school districts, tribal governments and non-profits for Recreational Trails Program. For further information on eligibility, please refer to page 4 of the Draft ATP Guidelines.

  • Infrastructure projects – includes planning, design and construction
  • Non-Infrastructure projects – includes education, encouragement, enforcement and planning
  • Infrastructure projects with non-infrastructure components

Applications should indicate that the project or program is part of a concerted and integrated planning effort.

May 20, 2014 is the deadline for this cycle.

The minimum request for infrastructure projects is $250,000, which is intended to encourage the aggregation of small projects into a comprehensive bundle of projects. There is no minimum for non-infrastructure projects, Safe Routes to School projects and recreational trail projects.

 

Projects must include at least 11.47% in matching funds, except for projects predominantly benefiting a disadvantaged community, stand-alone non-infrastructure projects and Safe Routes to School projects. The source of the matching funds may be any combination of local, private, state or federal funds.

Because of the compressed time frame for this application cycle, there is not enough time for SCAG to perform a separate application process. Projects that were not awarded funding in the Statewide Program will be returned to the MPOs in August. SCAG, working in conjunction with the County Transportation Commissions, will review these remaining unfunded projects and add up to 10 points to their State scores for consistency with local plans. The list will be re-prioritized based on this scoring and submitted to the State for consideration as recommendations for funding as regional priorities.

For this cycle, you must clearly indicate why the preferred alternative was chosen over other alternatives. To the best of your ability, quantify the benefits. For future cycles, Caltrans will develop a cost/benefit model that must be used.

If you believe your project benefits disadvantaged communities, but not in the listed criteria, you may submit for consideration a quantitative assessment of why the community should be considered disadvantaged.
