The Southern California Association of Governments will be hosting the 4th Annual Economic Recovery & Job Creation Summit on Thursday, Dec. 5, at the Omni Los Angeles Hotel. The summit is the largest of its kind this year in Greater Los Angeles, with regional and business leaders, economists and educators discussing collaborative solutions to Southern California’s short- and long-term economic challenges. Recovering from the worst economic downturn since the Great Depression, Southern California still faces challenges in creating middle-class jobs. The California Transportation Commission (CTC), Southern California Association of Governments, and Los Angeles Chamber of Commerce want to hear from the Los Angeles Basin residents about how they view current highway and road conditions, and proposals to stabilize funding for transportation-system repairs and maintenance.

These organizations are hosting a public forum at the California Department of Transportation-District 7 office on July 29, 2015 from 10 a.m. to 12 p.m. to discuss and generate feedback on those issues.

Topics to be covered at the forum include the local, regional and state role in funding road projects and maintenance, the impacts and reasons for California’s and Southern California’s deteriorating transportation system, proposed short-term solutions to stabilize road repair and maintenance funding over the longer term.

CTC Commissioners Yvonne Burke and Fran Inman, CTC Executive Director Will Kempton, Department of Transportation Director Malcolm Dougherty, Southern California Association of Governments Regional Council Member and Transportation Committee Chair Hon. Alan D. Wapner, Los Angeles Chamber of Commerce President & CEO Gary Toebben, Ventura County Transportation Commission Executive Director Darren Kettle, Los Angeles County Metropolitan Transportation Authority Interim Deputy Chief Executive Officer Stephanie Wiggins, Port of Long Beach Transportation Policy Manager Allison Yoh, and Port of Los Angeles Senior Director of Government Affairs David Libatique will speak at the event.

The California Department of Transportation (Caltrans) has released the schedule for the FY 2016-2017 Sustainable Transportation Planning Grants Program and plans to release the Call for Applications on August 17, 2015.

The Sustainable Transportation Planning Grants are intended to strengthen the economy, promote equity, and protect the environment. The results of these grants should improve mobility and lead to the programming and implementation of transportation improvement projects. Along with a strong focus on transportation, these projects should also emphasize safety, jobs, housing, sustainable communities, and public participation.

For Fiscal Year (FY) 2016-2017, Caltrans anticipates awarding approximately $9.8 million for the following two (2) categories under the Sustainable Transportation Planning Grants Program:

Strategic Partnerships

Consistent with the intent of partnership planning, the Strategic Partnerships grant funds planning projects that encourage regional agencies to partner with Caltrans to identify and address statewide/interregional transportation deficiencies in the state highway system, strengthen government-to-government relationships, and result in programmed system improvements, all in an effort to achieve the Caltrans Mission and overarching objectives.

Who May Apply as Primary Recipients – Metropolitan Planning Organizations/Regional Transportation Planning Agencies (MPO/RTPAs); Sub-recipients – Transit Agencies, Universities, Community Colleges, Native American Tribal Governments, Cities and Counties, Community-Based Organizations, Non-Profit Organizations, and Other Public Entities.

Estimated Budget – $1.5 Million, Federal Highway Administration – SPR, Part I

Local Match – 20% of the total project amount

Sustainable Communities

The Sustainable Communities grant funds transportation planning projects that identify and address mobility deficiencies in the multimodal transportation system, encourage stakeholder collaboration, involve active public engagement, integrate Smart Mobility 2010 concepts, ultimately result in programmed system improvements, and achieve the Caltrans Mission and overarching objectives.

Who May Apply as Primary Recipients – MPO/RTPAs, Transit Agencies, Cities, Counties, and Native American Tribal Governments; Sub-recipients – Transit Agencies, Universities, Community Colleges, Native American Tribal Governments, Cities and Counties, Community-Based Organizations, Non-Profit Organizations, and Other Public Entities.

Estimated Budget – $8.3 Million Total ($2.8 Million, Federal Transit Administration, Section 5304; $5.5 Million, State Highway Account)

Local Match – 11.47% of the total project amount

The Southern California Association of Governments is in receipt of the 2015 Federal Transportation Improvement Program (FTIP) Amendment #15-09 for Imperial, Los Angeles, Orange, Riverside, San Bernardino, and Ventura Counties. The Public Review period has been revised to accomodate comment received on June 30, 2015 from the United States Department of Transportation to add one project. The Public Review period will restart on July 1, 2015 and will conclude at 5:00 p.m. on July 10, 2015.

Please note that some of the changes or project additions may be for projects funded with Federal Transit Administration (FTA) Section 5307 funds. This public involvement opportunity is provided to meet the public involvement requirements for the program of projects.

SCAG is relying on the public participation process for the FTIP to satisfy FTA public participation requirements for the transit program of projects.

Subject to revisions to address comments received during the public review period, the 2015 FTIP as revised by Proposed Amendment #15-09 will be the final program unless amended, and a final notice will not be published.
