Draft 2012-2035 RTP/SCS and 2015 FTIP Conformity Re-Determination for 2012 Annual PM2.5 National Ambient Air Quality Standard

​The U.S. Environmental Protection Agency (EPA) promulgated the 2012 annual PM2.5 National Ambient Air Quality Standard on January 15, 2013.  Subsequently, EPA established initial air quality designations for most areas in the United States including California for the new PM2.5 standard.  In the SCAG region, two areas were designated as nonattainment areas for the new PM2.5 standard: the urbanize area of Imperial County and the whole South Coast Air Basin.

These new area designations became effective April 15, 2015.  As a result, transportation conformity is required to be re-determined for the 2012-2035 Regional Transportation Plan/Sustainable Communities Strategy (RTP/SCS) and 2015 Federal Transportation Improvement Program (FTIP) for the new PM2.5 standard by April 15, 2016. 

To fulfill the federal requirement, the Southern California Association of Governments has prepared a Draft 2012-2015 RTP/SCS and 2015 FTIP Conformity Re-Determination Report and is releasing the Draft Report for a 15-day public review.  The public comment period commences on December 30, 2015 and concludes on January 13, 2016 at 5 p.m.  To view/download the Draft Report and the Public Notice of Availability with detailed instructions about how to submit written comments, please click the links below:

SCAG received final conformity determination​ for 2015 Federal Transportation Improvement Program and 2012-2035 Regional Transportation Plan/Sustainable Communities Strategy through Amendment No.2 from Federal Highway Administration/Federal Transit Administration on December 15, 2014.​​

2012-2035 RTP/SCS and 2013 FTIP Conformity Determination

SCAG received final conformity determination for Amendment No. 1 to the 2012-2035 RTP/SCS and Amendment No. 4 to 2013 Federal Transportation Improvement Program from Federal Highway Administration/Federal Transit Administration on July 15, 2013.​​

2012-2035 RTP/SCS and 2013 FTIP Conformity Re-determination

SCAG received approval from Federal Highway Administration/Federal Transit Administration on July 15, 2013 of the 2012-2035 RTP/SCS and 2013 FTIP Conformity Re-determination for the 2008 8-hour Ozone National Ambient Air Quality Standards (NAAQS) on June 18, 2013.​
