LA28 Games Mobility Program
In July and August 2028, Los Angeles and the region will host the 2028 Olympic and Paralympic Games. While this is Southern California’s third time as a host city, the LA28 Games will take place in a region that is larger and more complex than it was during past events. The LA28 Games pose a challenge for the region’s transportation system, which must accommodate a surge in spectator and visitor travel while continuing to support transportation needs of the nearly 19 million residents as well as maintain reliable goods movement from the region’s three major ports.
SCAG’s Games Mobility Program guides the agency's work to support the LA28 Games and advance the key pillars of the Connect SoCal 2024 Regional Transportation Plan/Sustainable Communities Strategy: mobility, communities, the environment, and the economy. SCAG's program of work includes passenger and freight transportation demand management, quick-build transportation safety infrastructure demonstrations, and community hubs.

Program Structure
The LA28 Games Mobility Program Development Framework sets the main goal, objectives, and guiding principles for SCAG’s work in support of the LA28 Games. It also lists early strategies and projects, which will be further developed with the Regional Council and Policy Committees. The Regional Council approved the framework on Sept. 4, 2025.
Games Mobility Executives
The Games Mobility Executives (GME) is a group of agencies working together to coordinate mobility planning for the LA28 Games. The group comprises LA28, the Los Angeles Mayor’s Office, the Los Angeles County Metropolitan Transportation Authority, the Los Angeles Department of Transportation, the California Department of Transportation, Metrolink, the Orange County Transportation Authority, and SCAG. SCAG leads the GME Transportation Demand Management Subcommittee and co-leads the GME Communications and Outreach Subcommittee.
The GME also works on several projects, including the Games Enhanced Transit Service (GETS) network, a supplemental bus system for spectators and workers; the Games Route Network (GRN), dedicated lanes for official LA28 Games vehicles; traffic management; mobility hubs; countywide bus-only lanes; and first/last mile and open streets. Other efforts include upgrading key stations and light rail; improving accessibility, regional rail, and wayfinding; and addressing heat concerns.
- Regional Passenger and Freight Transportation Demand Management
SCAG leads the GME Transportation Demand Management (TDM) Subcommittee and co-leads the GME Communications and Outreach Subcommittee. SCAG coordinates a regional TDM strategy to support mobility planning for the LA28 Games. By working with GME members, businesses, freight and logistics operators, and other partners, SCAG is developing strategies for passengers and freight to keep people and goods moving efficiently, safely, and reliably across the region.
SCAG, in partnership with GME agencies and other regional stakeholders, developed the 2028 Games Regional TDM Strategic Plan, which builds on the 2028 Games Regional TDM Approach approved by the Regional Council in May 2026. The strategic plan sets the framework for regional passenger and freight TDM by identifying priority strategies, partner roles and responsibilities, performance measures, and implementation actions.
Games TDM Program Areas

The LA28 Games Regional TDM Strategic Plan organizes passenger and freight TDM efforts into four program areas. These areas create a framework for regional coordination and implementation, which SCAG will lead, partner, support, or amplify depending on the initiative.
- Regional Communications and Outreach. Develop and coordinate regional communications, messaging, and stakeholder engagement to help residents, businesses, employees, visitors, and partners prepare for LA28 Games-time transportation conditions.
- Regional Wayfinding. Improve the traveler experience through coordinated physical and digital wayfinding, traveler information, and volunteer and ambassador programs.
- Mobility and Access Programs. Support programs and services that make it easier for people and goods to move efficiently throughout the region before and during the LA28 Games.
- Regulatory and Operational Policies. Advance operational strategies and policies that improve transportation system efficiency, manage demand, and support reliable movement of people and goods during the LA28 Games.
With the LA28 Games Regional TDM Strategic Plan complete, the next phase is implementation. Throughout 2027 and into 2028, SCAG and regional partners will deploy, refine, and scale TDM strategies to support mobility in the lead-up to and during the LA28 Games while laying the foundation for a mobility legacy beyond 2028.

Senior Regional Planner- Quick-Build Transportation Safety Demonstrations
As the foundation of a healthy mobility ecosystem, transportation safety is a key consideration for the residents who live and work in the region, and it will be just as important for athletes and spectators visiting the region for the LA28 Games.
SCAG supports cities and counties to make the transportation network safer with quick-build transportation safety demonstrations, which are temporary installations that allow communities to create safer streets and public spaces using paint, plastic bollards, planters, and other materials. Local agencies collect community feedback throughout the project life cycle and adjust as needed to effectively address safety needs and reflect community priorities.
Through the 2024 Sustainable Communities Program – Active Transportation & Safety, SCAG awarded $7.4 million to 11 quick-build projects that improve safety for people walking, biking, and taking transit in the region. With funding from a 2024 Safe Streets and Roads for All grant, SCAG is also supporting a project in partnership with the Los Angeles Department of Transportation. Once built, these projects will enhance connections to game venues, cultural celebration hubs, and key transit stations across the region.
Planning and design for the projects are underway, with construction expected to begin in 2027.

The Community Hubs Toolkit and Activation Program will activate public spaces and support community-centered placemaking by supporting community hubs during the LA28 Games. Inspired by the success of fan zones during the 2024 Paris Games, which fostered community celebration and connection, SCAG aims to create lasting public spaces that can be vibrant gathering points for residents and tourists alike. Through this initiative, SCAG works to empower communities to reimagine public spaces as inclusive and celebratory environments while supporting the long-term benefits of the games in local communities.
Over the next three years, SCAG will develop a Community Hubs Toolkit that will detail how to select and activate spaces for large-scale events and community programming, as well as provide a checklist of key considerations and best practices for different types of locations to support localized participation in the Games. The toolkit is scheduled for completion in early 2027. SCAG will also help convene stakeholders engaged in similar initiatives, partner with local jurisdictions, and support activation projects in the summer 2028.

To help coordinate LA28 Games-related projects, SCAG engages in outreach and engagement efforts including:
- Regional TDM Forums – SCAG hosts quarterly forums, one focused on passenger TDM and the other on freight TDM, to engage a broad group of stakeholders to align on shared goals, regional coordination, and knowledge exchange.
- GME TDM and Communications and Outreach Subcommittee Meetings – Monthly Subcommittee meetings to support the planning, funding advocacy, and implementation of TDM and communications and outreach strategies.
- One-on-One Meetings – Individual meetings with stakeholders to gain detailed insights into local TDM efforts, including best practices, lessons learned, and areas in need of support.
